Abstract

Anggaran desa merupakan instrumen strategis untuk mewujudkan keadilan sosial, namun di Desa Beringin, Kecamatan Pinggir, Kabupaten Bengkalis, pemahaman masyarakat mengenai anggaran partisipatif masih terbatas dan keterlibatan perempuan serta pemuda dalam Musyawarah Desa belum optimal. Kegiatan pengabdian ini bertujuan meningkatkan pemahaman dan keterampilan masyarakat serta aparatur desa dalam melaksanakan musyawarah berbasis anggaran yang inklusif, deliberatif, dan akuntabel. Menggunakan pendekatan participatory learning and action, kegiatan dilaksanakan pada 16 Mei 2025 melalui empat tahap: persiapan, edukasi, pemetaan dan simulasi Musyawarah Desa berbasis peran, serta refleksi-evaluasi, dengan melibatkan kepala desa, perangkat desa, BPD, tokoh masyarakat, perempuan, dan pemuda. Hasil menunjukkan peningkatan literasi anggaran peserta, ditandai kemampuan menyusun usulan program yang menjelaskan masalah, sasaran, manfaat, dan urgensi, serta meningkatnya keberanian perempuan dan pemuda menyampaikan aspirasi. Kegiatan mendorong pergeseran musyawarah dari administratif-seremonial menuju substantif-deliberatif, dan direkomendasikan direplikasi secara berkala menjelang penyusunan RKPDes dan APBDes.
